(1) Entry restrictions and quarantine measures when entering Japan

(2) Re-entry of foreign nationals who possess the status of residence
The government of Japan announced to incrementally permit the re-entry/entry into Japan by foreign nationals who possess the status of residence and others.

Under the new decision, the holders of the status of residence who left Japan before the day when country/region where such foreign nationals are currently staying was designated as an area subject to denial of permission to entry into Japan, are allowed to re-enter Japan from 5th August 2020.

Foreign nationals who are willing to re-enter Japan need both of the following documentation: "Letter of confirmation of Submitting Required Documentation for Re-entry into Japan" issued by Embassies or Consulates of Japan in your country; Certificate of Testing for COVID-19 which issued within 72 hours prior to departing from the country/region of stay stating that you've got tested negative for the novel coronavirus.

In addition, the holders of the status of residence who left Japan after the day when country/region where such foreign nationals are currently staying was designated as an area subject to denial of permission to entry into Japan, has been allowed to re-enter Japan. All foreign nationals with the status of residence who have left and will leave Japan before 31st August with a valid re-entry permit, including a special re-entry permit, are now eligible to re-enter Japan from 1st September 2020. Foreign nationals who are willing to re-enter Japan need both of the following documentation: "Letter of confirmation of Submitting Required Documentation for Re-entry into Japan" issued by Embassies or Consulates of Japan in your country; Certificate of Testing for COVID-19 which issued before your arrival and stating that you've got tested negative for the novel coronavirus (the test must be undergone within 72 hours prior to departing from the country/ region of your stay).

(3) Re-entry of foreign nationals with status of residence currently residing in Japan
Foreign nationals residing in Japan with the status of residence who have completed the prescribed procedures implemented as of September 1 and who were in possession of a re-entry permit when leaving Japan may re-enter Japan from country/ region designated as subject to denial of landing.
 
Persons who wish to re-enter Japan through these measures must pledge to comply with additional epidemic prevention and control measures before leaving Japan and receive a Receipt for request of re-entry from the Immigration Services Agency of Japan.
 
When intending to re-enter Japan, they need to acquire a Certificate of Testing for COVID-19 from a medical facility in the country/region of stay providing a negative test result having undergone a test for COVID-19 within 72hours prior to departing from the country/region of stay.

(4) Strengthened quarantine measures
<<All persons entering Japan from foreign countries>>
□ You are requested to secure a place such as home* to stay for a 14-day quarantine after the following day when you entered into Japan.
□ You are requested to secure the means of transportation** from the place of your arrival such as an airport to the place of your self-quarantine so as not to use the public transportation.
□ You are required to register the means of your transportation and the place of your self-quarantine after you entered into Japan.
 
*If you cannot secure the place to self-quarantine such as home and the means of transportation except for public transportation, you are required to stay in a hotel near the airport. You have to organize everything on your own from the airport to the hotel. All the costs should be borne by yourself.
You must not use NU's dormitories such as Rikka Residence Hall and Ikarashi Residence Hall for your 14-day quarantine because they have common space such as restrooms, shower rooms and kitchens.
 
**When you move from the airport to your home or a hotel, you should use your own car, a rental car, or a taxi which satisfies the standard for prevention of the infection. You have to organize to secure the above-mentioned means of transportation on your own and all the costs should be borne by yourself.

<<Persons who have stayed in country/region designated as an area subject to denial of permission to enter into Japan by immigration restrictions under the Immigration Control Act within 14 days before arrival>>
In addition to the above-mentioned regulations, you are requested to observe the following rules.
□ Get yourself tested for the novel coronavirus.
□ As a general rule, please be sure to stay at a place designated by Quarantine Station until you get the test result for the novel coronavirus.
*It will take a couple of hours to two days until youget the test result and enter into Japan after the arrival. You wait time may change depending on the situation.
 
Even if your test result is negative, you are required to stay in a place which you secured on your own for the 14-day period after your arrival in Japan (counting from the day after your arrival). You are also subjected to periodic health check by Public Health Centers.

(5) Necessary procedures at NU upon your re-entry into Japan
[Things to do before re-entry]
1. Make a contact with your supervisor/students' affairs section of your faculty/graduate school, and consult with them about the date to re-enter into Japan.
2. Be sure to arrange the means of private transportation and an accommodation, such as your homes and hotels, for 14 days counting from the day after arrival. Please contact the students' affairs section of your faculty/graduate school, and let them know about the following things:
  • Place of departure, place of arrival (including transit/transfer points)
  • Expected date of entry
  • Flight information (including transit/transfer flights)
  • Your accommodation/waiting place after the arrival
  • Means of private transportation from the airport to your accommodation/waiting place
  • Your contact information such as e-mail address and mobile phone number which we can use in emergency

3. If you are living in NU's dormitories, International House, NU-leased apartments and privately leased apartments which are covered by Comprehensive Renters' Insurance for foreign students studying in Japan, please inform us of your expected re-entry date by sending e-mail to the following address.

[Things to do after the arrival]
1. When your flight arrives at the airport, please contact with students' affairs section of your faculty/graduate school immediately. Notify us of any of changes to your schedule as soon as they happen.

2. After the arrival, please let students' affairs section of your faculty/graduate school know about the following information:

  • Whether you've got tested for the novel coronavirus
  • If you've got tested for the virus, the result of the test
  • If you've got tested positive, the place of your hospitalization

(6) About self-health monitoring after the arrival
You are required to monitor your physical condition carefully for 14 days after your enter into Japan (counting from the day after your arrival). During this time, please stay at a place such as your home, and do not contact with people as much as possible.

After the self-health monitoring, please submit the health check list to the students' affairs section of your faculty/graduate school.
